The programme was designed to strengthen ASERC\u2019s institutional capacity as the Commission assumes its mandate under the Anambra State Electricity Law and Nigeria\u2019s Electricity Act 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The training brought together ASERC\u2019s Chairman, Vice Chairman, and Commissioners, reflecting the Commission\u2019s commitment to building the technical and governance capabilities required to regulate Anambra State\u2019s electricity market. This follows Nigeria\u2019s recent reforms enabling states to oversee tariffs, licensing, mini-grids regulation, and consumer protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over five days, participants engaged in interactive sessions and case studies focused on practical regulatory functions. Key modules included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tariff principles and computation for Distribution Utilities;<\/li>\n\n\n\n<li>Mini-grid business models, regulatory framework and tariff design for embedded generation;<\/li>\n\n\n\n<li>Electrification planning, business regulatory and financial models;<\/li>\n\n\n\n<li>Performance-based regulation ;<\/li>\n\n\n\n<li>Compliance monitoring and enforcement mechanisms;<\/li>\n\n\n\n<li>Consumer issues, rights, dispute resolution, and public engagement.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The course emphasised tools for designing cost-reflective tariffs, monitoring utility performance, enforcing compliance, and protecting consumer interest\u2019s critical responsibilities as Anambra transitions to decentralised electricity regulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ASR reaffirmed its mission to support African regulators through targeted and tailored capacity-building initiatives that promote inclusive, investment-friendly energy systems.<\/p>","protected":false},"excerpt":{"rendered":"<p>The African School of Regulation (ASR) successfully delivered a five-day Regulatory Capacity Building Course for the Anambra State Electricity Regulatory Commission (ASERC) in Accra, Ghana, from December 15\u201319, 2025.
