Overview
Africa’s energy sector is undergoing a significant transformation driven by increasing investment in renewable energy, regional power markets, and growing commitments to climate action. However, achieving a successful energy transition depends not only on new technologies but also on the strength and adaptability of regulatory institutions.
The African School of Regulation (ASR) conducted a multi-country research study to assess how regulatory frameworks across African countries are evolving to support sustainable, affordable, and reliable energy systems.
Research Objectives
The study sought to:
- Assess the readiness of national energy regulators for the clean energy transition.
- Evaluate existing policies governing renewable energy integration.
- Identify regulatory barriers affecting private investment.
- Examine regional best practices across African energy markets.
- Develop practical recommendations for policymakers and regulators.
Background
Many African countries are experiencing rapid growth in solar, wind, hydro, and distributed energy resources. While technological innovation has accelerated, regulatory systems often remain designed for traditional electricity markets.
The research investigated whether existing legal and institutional frameworks are equipped to support:
- Independent Power Producers (IPPs)
- Distributed generation
- Cross-border electricity trade
- Energy storage
- Smart grid technologies
- Consumer protection in liberalized electricity markets
Methodology
The research combined both qualitative and quantitative approaches.
